Traffic controls take effect in Beijing

There are 3.3 million cars in Beijing and starting today, onlyhalf of them will be allowed on the streets. Vehicles with even and odd plates will be permitted to drive onalternate days from now until September 20 in hopes of reducing the horrible air pollution in Beijing.
